Guide for NYC movers

Rockland vs Westchester: where to look if you're leaving NYC

Rockland and Westchester sit on opposite sides of the Hudson, connected by the Mario M. Cuomo Bridge. People moving from the city often look at both. The biggest differences come down to how you get to work, the tax rates where you'd live, and the kind of housing in each town.

Here is a side-by-side look using published schedules and state tax data.

Getting to Manhattan

If you work near Grand Central, Westchester's direct trains are usually simpler. If you work near Penn Station or in New Jersey, the Pascack Valley Line from Pearl River or Nanuet is worth comparing.

  • Westchester: Metro-North's Hudson, Harlem and New Haven lines run directly to Grand Central. From Tarrytown, Hudson Line trains to Grand Central are scheduled at about 40 to 62 minutes, depending on how many stops the train makes. In northern Westchester, scheduled weekday morning trips to Grand Central are about 48 to 69 minutes from Ossining and 59 to 68 minutes from Mount Kisco.
  • Rockland: On the Pascack Valley Line, weekday morning trains from Pearl River reach Secaucus Junction in roughly 30 to 55 minutes depending on the train, where riders change for New York Penn Station. Other trains continue to Hoboken for PATH or ferries. A temporary timetable is in effect Oct 11 to Nov 14, 2026.
  • Rockland to Metro-North: Hudson Link H07/H07X buses run from the Palisades Center and Nyack across the Mario M. Cuomo Bridge to the Tarrytown Metro-North station. In the current timetable, Downtown Nyack to Tarrytown station is scheduled at about 15 to 20 minutes, and the Palisades Center (Lot J) to Tarrytown station at about 25 to 35 minutes.
  • Rockland by bus: Coach USA's Rockland Coaches routes run commuter buses from Rockland to the Port Authority Bus Terminal and the George Washington Bridge Bus Station. Ride times depend heavily on traffic, so check the current timetable for your stop.

Property tax rates

School taxes are usually the largest part of a bill in both counties. The full value school tax rates below come from the NYS Comptroller for calendar year 2026. See the full property tax comparison for county, town and village rates.

Full value tax rates are dollars of levy per $1,000 of full (market) value, calculated by the NYS Comptroller for calendar year 2026. They are useful for comparing places, not for predicting a bill. Actual bills depend on the assessment, equalization rate, STAR and other exemptions, and fire, library, sewer and other special districts that are not shown here.

Housing

Both counties have a wide range: village homes near a downtown, suburban single-family neighborhoods, and condos and townhouses near highways and shopping. Price and lot size vary a lot from one town, and one street, to the next.

Rather than compare county averages, it usually helps to pick two or three towns that fit your commute and compare recent sales of the type of home you want.

Brendan's take

  • Clients who work near Penn Station often end up comparing Pearl River and Nanuet with Westchester towns on the Hudson Line.
  • Taxes vary more by school district than by county, so I look up the rate for each specific address.

Common questions

Is Rockland cheaper than Westchester?

It depends on the town and the home. Prices and tax rates vary widely within each county, so compare recent sales and the specific school district rather than county averages.

Which county has the easier commute to Manhattan?

Westchester has direct Metro-North service to Grand Central. Rockland riders use the Pascack Valley Line with a change at Secaucus for Penn Station, commuter buses, or Hudson Link buses to Metro-North in Tarrytown.

Do you work in both counties?

Yes. I'm a Licensed Real Estate Salesperson with Keller Williams HV Realty in New City and help buyers and sellers in Rockland and Westchester.

Trying to decide between the two counties?

Tell me where you work and what you want in a home, and I'll suggest a few towns on each side of the river.
